- Today, I had the honor of meeting the dynamic team spearheading the operations at Noida Authority. Led by the visionary IAS officer Mr. M. Lokesh, who serves as the CEO, and supported by the seasoned Mr. Satish Pal ACEO, this team is playing a crucial role in propelling the progress of Noida. I am truly impressed and inspired by their unwavering dedication and concerted efforts.
Mr. Satish Pal is an accomplished IAS officer hailing from Uttar Pradesh. In February 2023, he was appointed as the Additional Chief Executive Officer (ACEO) of Noida, Gautam Buddha Nagar, Uttar Pradesh. Prior to this role, he served as the Special Secretary and Additional Estate Officer to the Government of Uttar Pradesh, where he made significant contributions. Additionally, he held the position of Additional Director of the Estate Department in Lucknow. His wealth of experience and expertise are invaluable assets to the administration of Noida, and his leadership is instrumental in driving positive change and development in the region.

Lokesh M, who was earlier the Kanpur divisional commissioner, held a meeting with the authority staff and laid his plans for making Noida a ”beautiful city”, besides addressing the woes faced by city residents. After the meeting, he also briefed media about his plans to better deliver services to citizens.
“Our priority will be to improve communication with our allottees, farmers and other stakeholders of the city in order to address their woes. Our aim is to address grievances of general public in a proper manner. The other bigger legal or long-standing issues will be resolved under the direction of the state government,” said the new CEO, who hails from Karnataka and is known for his work with persons with substance use disorder in Saharanpur during his tenure there.
Before his posting in Kanpur, Lokesh M was posted in Saharanpur as divisional commissioner and he was known for his initiative to open de-addiction centres in that district.
“We started the campaign against drugs with an aim to help the youth who fell prey to substance abuse in Saharanpur,” said Lokesh M. The new CEO directed his staff that leave no stone unturned to improve city roads, walkways, central verges, footpaths and other public spaces.
“We have directed the horticulture department and other wings to work on beautifying all areas of the city. We will transform Noida into a better and beautiful city. Let me understand all issues and then we will address them as per the law,” said Lokesh M.
Meanwhile, Maheshwari, a 2003-batch officer of the Indian Administrative Service (IAS), will join as Divisional Commissioner of Agra, replacing IAS officer Alok Gupta, who will be joining as the Divisional Commissioner of Kanpur, an official source told PTI. In July 2019, Maheshwari was made the CEO of NOIDA after her stint as the district magistrate of the adjoining Ghaziabad district.
Lokesh M had last month joined his new posting in Kanpur, replacing 2004-batch IAS officer Raj Shekhar. Before this, he was the commissioner of the Saharanpur division. Lokesh M had previously served as commissioner of Saharanpur and district magistrate of Kaushambi, Amroha, Mainpuri, and Ghazipur districts.
