Samuel, a native of Nagaland cadre, has studied engineering. Samuel Paul, project administrator of Greater Sharda Sahayak, reached Ambedkar Nagar district headquarters on Saturday late evening to take charge as the 32nd District Magistrate of the district, as per the decision of the government.
