Vishal Singh is a 2015-batch IAS officer of the Uttar Pradesh cadre who currently serves as Special Secretary in the Culture Department and Director of Information and Public Relations in Lucknow. A promotee officer from the Provincial Civil Service, he was inducted into the IAS in 2021.

Over the years, Singh has built a strong reputation for handling large-scale cultural and infrastructure projects linked to some of the state’s most significant religious and heritage initiatives. He played a pivotal role as the Municipal Commissioner and Vice-Chairman of the Ayodhya Development Authority between 2020 and 2024.

During this transformative era, he was a key architect of the infrastructure overhaul surrounding the Shri Ram Janmabhoomi Temple project, ensuring that the city’s modernization kept pace with its global spiritual ascent. Prior to his stint in Ayodhya, Singh served as the CEO of the Shri Kashi Vishwanath Temple, where he meticulously supervised the landmark Kashi Vishwanath Corridor project a feat of urban planning that redefined the pilgrimage experience in Varanasi.

Singh’s career trajectory is a testament to his professional evolution. Originally a member of the Provincial Civil Service (PCS), his consistent performance led to his induction into the IAS in 2021. Since then, he has been entrusted with some of the most sensitive and high-profile assignments in the state. His appointment as the Director of Information in April 2025, succeeding Shishir Singh, marks a strategic move by the government to leverage his expertise in public communication and strategic outreach.

Singh is widely regarded as a thoughtful and execution-driven administrator. Colleagues often describe him as a grounded officer who combines strategic planning with a people-centric approach to governance and public communication. He is known for maintaining a calm demeanor even while executing large-scale, complex projects. His earlier experience as a Project Director for the Government E-Marketplace (GeM) under the central government further solidified his reputation for operational efficiency.

Beyond his field postings, which include a successful term as the District Magistrate of Bhadohi, Singh brings a sophisticated global perspective to the table. An engineer by training, his administrative style is underpinned by a B.Tech degree and an impressive academic pedigree. He is a Chevening Scholar who studied at the London School of Economics (LSE) and holds a Master’s degree in International Development Policy Management from the University of Maryland, College Park. This blend of technical proficiency and international policy exposure allows him to approach governance with a solution-oriented, strategic mindset.

Born on November 3, 1973, in Jaunpur, Singh’s roots remain firmly planted in Uttar Pradesh even as his vision remains global. As he currently steers the state’s cultural identity and public information systems, his career stands as a blueprint for how modern governance can successfully bridge the gap between tradition and transformation.
