Dr. Heera Lal was born on July 1, 1967 in the village of Bagdeeh in the District Basti in Uttar Pradesh. He earned a B.Tech. in Electrical Engineering from G.B.Pant University of Ag & Technology Pantnagar
Dr. Heera Lal has also served as the District Magistrate and Collector of Banda. He has written a book called Dynamic DM. In the book, he outlines examples of steps he has taken to promote sustainable practices for the environment and farmers. He also supports the #SaveSoil movement
