The Batch of 1992 has the distinction of having five IAS officers from their ranks currently heading the administration as Chief Secretaries of their respective states. A unique collective achievement that should make every Officer from the 1992 batch feel real proud of.
These five shining stars of the 1992 Batch include: K A P Sinha in Punjab, Anand Bardan in Uttarakhand, Sanjay Jaju in Telangana, Bishwanath Sinha in Kerala, and Rajeev Verma in Delhi (AGMUT cadre).
The presence of multiple officers from the same batch at the helm of state administrations highlights the seniority and experience that the 1992 batch has now reached within the Indian Administrative Service. It won’t be an unexpected thing if we get to see few more Chief Secretaries emerge from this batch in the coming few years.
K.A.P. Sinha: A Seasoned Administrator at the Helm of Punjab
K A P Sinha, a senior IAS officer of the 1992 batch (Punjab cadre), is currently serving as the Chief Secretary of Punjab, a position he assumed in October 2024.
As the 43rd Chief Secretary of the state, he also holds key additional charges, including Principal Secretary for Personnel, Vigilance and General Administration, placing him at the centre of Punjab’s administrative machinery.
Before taking over as Chief Secretary, Sinha served as Special Chief Secretary, handling crucial departments such as Revenue, Agriculture and Water Conservation. Over the course of his career, he has led several important portfolios, including Finance, Taxation, Food and Civil Supplies, and Parliamentary Affairs, building a reputation as a steady and experienced administrator.
Academically, Sinha has a strong and diverse background. He holds a B.Tech in Mining Engineering from IIT (ISM) Dhanbad, along with a Master’s degree in Economics and a degree in Law. His career has also included significant stints with the Union Government, where he served in key ministries such as External Affairs, Commerce & Industry, and Atomic Energy.
Notably, he has represented India at the European Organization for Nuclear Research (CERN) in Geneva, reflecting his exposure to international and technical domains.
Known for his low-profile and result-oriented style, Sinha is widely regarded as an officer who focuses on institutional strengthening rather than public visibility.
He is scheduled to retire from service on December 31, 2027.
Anand Bardhan: A Veteran Bureaucrat Leading Uttarakhand Administration
Anand Bardhan, a senior IAS officer of the 1992 batch, is currently serving as the Chief Secretary of Uttarakhand, having assumed office on April 1, 2025.
Originally from Bihar, Bardhan belongs to the Uttarakhand cadre and has built a long administrative career spanning more than three decades across both Uttar Pradesh and Uttarakhand.
Born on June 12, 1967, in Banka district, he completed his education in Delhi. He holds a B.Sc. (Hons) in Physics and an MCA from the University of Delhi, along with a postgraduate diploma in public administration from École Nationale d’Administration (ENA), Paris.
After joining the IAS in 1992, he initially served in the Uttar Pradesh cadre before moving to Uttarakhand. Over the years, he has held a wide range of key positions, including District Magistrate in districts such as Rampur, Etawah, Pauri Garhwal, Nainital and Haridwar.
He has also handled significant assignments like Mela In-charge during the 2010 Maha Kumbh in Haridwar, served as Additional Chief Secretary to the state government, and chaired the Board of Revenue. His experience extends beyond India as well, having served as Counsellor at the Indian Embassy in Abu Dhabi.
- As Chief Secretary, Bardhan is the administrative head of the state and plays a central role in policy coordination and governance. His tenure is expected to focus on balancing infrastructure growth and tourism with environmental sustainability, while also improving administrative efficiency across departments.
Sanjay Jaju: A Tech-Driven Bureaucrat at the Helm of Telangana
Sanjay Jaju, a 1992-batch IAS officer, is currently serving as the Chief Secretary of Telangana. Known for his technology-driven and reform-oriented approach, he brings over three decades of administrative experience across both state and central governments.
Born on February 26, 1969, Jaju hails from Madhya Pradesh. He holds a degree in Mechanical Engineering, a Master’s in Technology, and an MBA in Finance. He is also a qualified Cost and Management Accountant and has undergone executive training at leading global institutions, including Harvard Kennedy School, Cornell University, Duke University, and the University of Manchester.
Over the course of his career, Jaju has handled a wide range of assignments, from district administration to key roles in the Union Government. In the early years, he served as Sub-Collector and later as District Collector in Andhra Pradesh. He also held important positions in urban governance, including Municipal Commissioner of Hyderabad and Visakhapatnam.
At the state level, he served as Secretary, IT and Communications in undivided Andhra Pradesh, where he played a key role in expanding digital governance. He was instrumental in conceptualising and implementing the MeeSeva platform, which became a model for citizen service delivery.
On central deputation, Jaju held several strategic roles. As Additional Secretary in the Ministry of Defence, he was closely involved in defence production reforms, including the corporatisation of the Ordnance Factory Board and the promotion of innovation through the iDEX platform. He also served as Secretary in the Ministry of Information and Broadcasting, where he worked on strengthening India’s media and film ecosystem.
Earlier, as the founding Director (Finance) of the National Highways and Infrastructure Development Corporation Ltd (NHIDCL), he led the digitisation of the organisation and helped develop key infrastructure platforms.
In June 2026, he was appointed Chief Secretary of Telangana and assumed charge in July. In this role, he is at the centre of policy coordination and governance, with a focus on technology, industry, and investment-led growth.

Bishwanath Sinha: A Veteran Administrator Leading Kerala
Bishwanath Sinha, a senior IAS officer of the 1992 batch, is currently serving as the Chief Secretary of Kerala. Originally from Bihar, he brings over three decades of experience in public administration across district, state and central roles.
Born on September 24, 1968, Sinha holds a Master’s degree in Geography from Delhi University. Fluent in Hindi, English and Malayalam, he has built a reputation as a steady and result-oriented officer.
Over a career spanning more than 30 years, he has handled several key assignments. These include serving as District Collector in Wayanad, Kozhikode and Kottayam, and holding senior positions such as Additional Chief Secretary in the Home, Vigilance and Finance departments.
He has also worked at the Centre as Joint Secretary in the Ministry of Environment, Forest and Climate Change, and served as Resident Commissioner at Kerala House in New Delhi. Notably, he was Chief Executive Officer of the Rebuild Kerala Initiative, playing a key role in post-disaster recovery efforts.
Sinha took over as Chief Secretary on July 1, 2026, succeeding Dr. A. Jayathilak. His appointment was seen as a natural choice, given his wide administrative experience and familiarity with key governance sectors.
- With his tenure expected to run until September 2028, Sinha is set to provide continuity and stability at the top level of Kerala’s administrative system.
Rajeev Verma: A Seasoned Administrator Leading Delhi’s Bureaucracy
Rajeev Verma, a senior IAS officer of the 1992 batch (AGMUT cadre), is currently serving as the Chief Secretary of Delhi. He assumed charge on October 1, 2025, succeeding the outgoing Chief Secretary.
Born on December 12, 1966, in Uttar Pradesh, Verma has a strong academic background in technology. He holds a degree in Computer Science from the University of Roorkee (now IIT Roorkee) and an M.Tech from an Indian Institute of Technology.
Over a career spanning more than three decades, he has held a wide range of administrative assignments across Union Territories and the Government of India. He began his career as a Sub-Divisional Officer in Aizawl and went on to serve in several key roles at both the state and central levels.
In Delhi, Verma has handled important portfolios, including Principal Secretary and Commissioner (Finance) between 2018 and 2022, and Principal Commissioner (Housing and Urban Affairs) at the Delhi Development Authority. He has also served as Chairman and Managing Director of the Delhi Transport Corporation, gaining significant experience in urban governance.
On central deputation, he has worked as Joint Secretary in the Ministry of Defence and held positions in the Ministries of Power and Health and Family Welfare, contributing to policy formulation at the national level.
Before his current assignment, Verma served as Chief Secretary of Puducherry and later as Adviser to the Administrator and Chief Secretary of Chandigarh.
As Chief Secretary of Delhi, he is responsible for overseeing key aspects of urban governance, including infrastructure, public transport, inter-agency coordination, and efforts such as the rejuvenation of the Yamuna.
Widely regarded as an experienced and steady administrator, Verma brings both technical expertise and administrative depth to one of the country’s most complex governance roles.
