Dr. Mannan Akhtar, an IAS officer of the 2011 batch, has built a distinguished career in public administration, leveraging his medical background to bring a unique perspective to governance. Hailing from Assam, Dr. Mannan Akhtar entered the civil services on August 29, 2011, following his medical degree (MBBS). His career trajectory showcases a series of diverse administrative roles, emphasizing his adaptability and a clear commitment to public service across various sectors, from health to development and mining.
Dr. Mannan Akhtar journey in the Indian Administrative Service began with his foundational training at Mussoorie’s Lal Bahadur Shastri National Academy of Administration (LBSNAA), followed by district training in Mau. These initial years laid the groundwork for his future roles, familiarizing him with the complexities of governance and district administration.
In 2013, Dr. Mannan Akhtar’s first notable appointment was as Joint Magistrate in Moradabad, followed by a similar role in Bulandshahr. His time as Joint Magistrate marked his entry into core district-level administration, dealing with law and order, revenue collection, and developmental initiatives. These early experiences helped shape his understanding of grassroots governance.
Dr. Mannan Akhtar’s administrative acumen was soon recognized, leading to his appointment as Chief Development Officer (CDO) in Ambedkar Nagar in 2014, and later in Gorakhpur. As CDO, he was responsible for coordinating various development projects, focusing on rural development, infrastructure enhancement, and poverty alleviation. His work during this period reflected a hands-on approach, driving initiatives aimed at improving livelihoods and boosting local economies. His role in Gorakhpur, a politically and culturally significant region, further solidified his reputation as an effective and pragmatic officer.
In 2017, Dr. Mannan Akhtar assumed the role of District Magistrate (DM) and Collector in Hamirpur and later in Jalaun. His tenure as DM was marked by his efforts to streamline administration and ensure efficient delivery of government schemes. In Jalaun, he oversaw critical initiatives related to rural development, infrastructure improvement, and law enforcement, contributing to enhanced governance in the district. His ability to manage these diverse portfolios showcased his versatility and strong administrative skills.
In February 2021,Dr. Mannan Akhtar took on a significant role as Special Secretary in the Medical Health & Family Welfare Department of Uttar Pradesh. His medical background proved to be a valuable asset as he was entrusted with overseeing public health initiatives in the state. His responsibilities included managing critical health programs, particularly during the COVID-19 pandemic, when the state’s healthcare infrastructure faced immense pressure. In addition, Dr. Mannan Akhtar served as the State Mission Director for the Ayushman Bharat Digital Mission in Uttar Pradesh, where he played a crucial role in advancing digital healthcare initiatives and improving access to health services for the state’s population.
Following a period of study leave from mid-2023 to mid-2024, Dr. Akhtar was appointed as Special Secretary to the Government of Uttar Pradesh in the Geology & Mining Department. This latest role, which he assumed in June 2024, marks his foray into the sector of natural resource management. Here, his focus is expected to be on regulatory oversight, sustainable mining practices, and ensuring that the state’s mineral resources are utilized in a way that balances economic growth with environmental conservation.
