IAS Raj Kumar: A Dynamic Career in Governance Spanning Over Three Decades

Shri Raj Kumar, an officer of the 1987 batch of the Indian Administrative Service (IAS) from the Gujarat cadre, has crafted a notable career defined by his versatility, leadership, and commitment to public service. Hailing from Uttar Pradesh with Hindi as his mother tongue, his professional journey spans diverse roles in governance, ranging from district administration to senior policy-making positions at both state and central levels.

Shri Raj Kumar’s academic foundation is rooted in engineering and public policy. He earned a Bachelor’s degree in Electrical Engineering, graduating with distinction, followed by a Master’s in Public Policy. His career is further enriched by extensive in-service training programs, including domestic courses at the Indian Institutes of Management in Bangalore and Calcutta, and international programs such as the Young Leaders Program in Japan and the Infrastructure in a Market Economy course at the Harvard Kennedy School, USA.

In 2004, he received the prestigious Dean’s Award for Academic Excellence from the National Graduate Institute for Policy Studies in Tokyo, Japan, reflecting his intellectual rigor and commitment to governance.

Shri Raj Kumar began his IAS journey with foundational roles in district administration. As Assistant Collector in Bhuj (1989–1991), District Development Officer in Kutch and Bharuch (1991–1994), and Collector of Banaskantha and Bhavnagar districts (1994–2000), he focused on land revenue management, rural development, and drinking water supply. These assignments shaped his understanding of grassroots challenges and governance dynamics. His tenure as Collector of Banaskantha earned him the Best Collector Award from the Government of Gujarat for the year 1994–95.

In his cadre state, Shri Raj Kumar held key positions that underscored his versatility. As Deputy Secretary in the Energy & Petrochemicals Department (1995–1997), he contributed to energy policy formulation. His tenure as Special Commissioner of Sales Tax (2004–2006) demonstrated his acumen in fiscal administration. Later, as Secretary of the Science & Technology Department (2006–2009), he promoted technological innovation in governance.

His expertise in consumer affairs and public distribution was evident during his tenure as Secretary and Principal Secretary of the Food, Civil Supplies, and Consumer Affairs Department (2009–2013). Here, he managed critical areas such as food security and consumer protection. As Principal Secretary in the Agriculture and Cooperation Department (2013–2015), he advanced agricultural marketing reforms and cooperation mechanisms.

In 2015, Shri Raj Kumar embarked on a significant phase of his career, joining central deputation. Over the years, he held several pivotal roles:

Joint Secretary in the Department of Economic Affairs (2015–2017): He worked on key finance and economic policy matters.
Director General of the Employees’ State Insurance Corporation (2017–2020): During this period, he contributed to labor welfare and employment initiatives.
Secretary in the Ministry of Defence, Department of Defence Production (2020–2021): He played a crucial role in defense manufacturing and policy formulation.

These assignments not only broadened his administrative perspective but also allowed him to influence policies at the national level.

After his central deputation, Shri Raj Kumar resumed his service in Gujarat. As Additional Chief Secretary of the Home Department (2021–2023), he ensured law and order in the state and addressed complex issues related to crime and public safety.

In 2023, he was appointed Chief Secretary to the Government of Gujarat, the highest administrative post in the state. This role places him at the helm of governance, overseeing personnel and general administration while ensuring the implementation of state policies and programs.

Shri Raj Kumar has been recognized for his contributions to public administration and policy. His awards include the Dean’s Award for Academic Excellence (2004) and the Best Collector Award (1994–95).
